Pakistan Single Window (PSW) has introduced a new service aimed at facilitating the import and clearance of pesticides in Pakistan. The initiative includes the deployment of a unified registration system (URS) that enables electronic registration of pesticide products and premises with the Department for Plant Protection (DPP). This system allows for real-time validation of pesticide products and premises during customs clearance.
In accordance with Pakistan’s trade regulations, all pesticide imports must undergo mandatory Pre-Shipment Inspection (PSI) conducted by independent third parties to ensure compliance with international and national requirements. To streamline regulatory compliance, the new module enables PSI companies to electronically transmit inspection certificates to the PSW system. These certificates are then accessible to traders and relevant regulatory departments for verification purposes.

The functionality of PSW’s new module relies on electronic validations facilitated by its integration with the DPP and the domestically developed Integrated Tariff for Trade (ITT). When filing a declaration on the PSW system, pesticide traders can provide 4-digit product codes using the ITT. This allows PSW to determine the applicable regulatory requirements for each consignment and automatically direct it to the appropriate DPP office for processing.
Syed Aftab Haider, CEO of Pakistan Single Window, expressed the benefits of the new services, stating, “The new service simplifies the inspection process and ensures consistent application of laws, while reducing the time and cost associated with submitting paper-based documents to multiple authorities. The electronic receipt of PSI certificates further enhances the transparency and integrity of the process.”
This new service marks a significant milestone in PSW’s mission to digitize and transform Pakistan’s cross-border trade landscape. By enabling electronic validation and processing of trade consignments, the initiative aims to substantially reduce trade compliance costs and time, fostering a more efficient and streamlined import process.
